Electronic Prescription Stakeholder Notification

Dear stakeholders:


On March 30, 2017, the Pharmacy Quality Assurance Commission held a regularly scheduled business meeting at the Comfort Inn located in Tumwater, WA.  The Commission clarified their interpretation and expectation on the practice of sending electronic prescriptions and electronic faxing.  The clarification was a follow up to their February 16th, 2017 regular business meeting, where Commission staff presented information on the past approval of electronic sending systems.  The commission adopted the following position:


  1. The use of fail-over faxes is permissible between an approved intermediary and a pharmacy.
  2. Electronic faxing is allowable under current law and rule until further notice.  A subcommittee is currently working on updating the electronic prescribing rules which may change how electronic faxing is handled.
  3. Electronic signatures are allowed for electronic prescriptions and electronically faxed prescriptions.  Manual or wet signatures are required for traditional faxes and hard copy prescriptions.
  4. Pharmacists are to continue to use professional judgement to validate prescriptions.  Pharmacists should not be subjected to discipline for filling a non-controlled substance prescription that otherwise appears to be valid given due diligence and the pharmacist’s professional judgment.
  5. All electronic prescriptions for controlled substances must meet the requirements set by the DEA.
